What is WC19?
WC19 is a group of standards established by the American National Standards Institute/Rehabilitation Engineering and Assistive Technology Society of North America (ANSI/RESNA) that establishes design and performance requirements, as well as test methods for wheelchairs relating to their use as seats in motor vehicles. These standards were made to help provide safer motor vehicle occupant transportation, where the vehicle seat plays a key role. In order to fall under compliance with WC19, a vehicle seat must be effectively secured so that its mass does not add to crash-generated restraint forces on the occupant. Also, seat belts must effectively limit occupant movement within the vehicle. The seat also has to be designed so it does not interfere with the proper placement of belt restraints on the occupant and so that it does not cause failures of belt restraints components during dynamic loading. The seating system has to support the occupant throughout the crash event so that properly positioned belt restraints remain on the bony regions of the body. The seat should be designed so it is not the source of occupant injuries.
WC19 and People with Disabilities
For people with disabilities who are unable to transfer from their wheelchair when traveling in motor vehicles, the wheelchair must serve as the vehicle seating system and perform all of the functions of a vehicle seat as described above. Because the number of people using wheelchairs is increasing, it is becoming more common for wheelchair users to use their wheelchairs as seats in motor vehicles. For this reason, Convaid has created the Convaid Cruiser Transit Special Needs Stroller, a WC19 compliant version of the Convaid Cruiser Special Needs Stroller.

The Convaid Cruiser Special Needs Stroller serves as a motor vehicle seat as well as a stroller. It provides safe and effective seating while entering and exiting the vehicle, during transportation, and during a vehicle collision. Although the Convaid Cruiser Special Needs Stroller includes a postural/positioning harness that helps maintain the user's desired position during normal wheelchair use, it does not provide effective restraint compliant with WC19. The Convaid Cruiser Transit Special Needs Stroller incorporates a restraint harness that keeps the occupant in the vehicle seat while also minimizing contact with the vehicle interior, other occupants, or objects outside of the vehicle.

The Convaid Cruiser Transit Special Needs Stroller has undergone crash tests at 30mph and 20g deceleration in a forward-facing configuration using the five-point tie-down system. The stroller seat sits 30 degrees from the floor plane (tilt-in-space) for posture management. With a seat to back angle that adjusts in 5-degree increments, posture management can be customized even further. Comfort measures such as a self-tensioning seat increase sitting tolerance. This special needs stroller incorporates disc brakes, which are the same type of brakes used on high-end mountain bikes, and knobby tires that provide superior performance on a variety of surfaces and terrains. At least 5 inches of seat depth allows for five years of growth while also eliminating the need for custom modification. With this feature, parents will be able to make growth adjustments themselves. Each chair includes the correct anatomical growth range based on hip-width.

The Convaid Cruiser Transit Special Needs Stroller is outfitted with a transit package, which includes 4 bright red anchors added to the frame and a restraint harness that keeps the occupant in the vehicle seat while also minimizing contact with the vehicle interior, other occupants, or objects outside of the vehicle.
What the Transportation Provider Provides
The school bus, public transportation, or van provides the Wheelchair Tiedown, and Occupant Restraint System (WTORS), which includes 4 tie-down straps with ratchets, floor anchor points, and either a crash-tested lap and shoulder belt that provides effective restraint or a 3-point child restraint harness. The driver should be trained to secure the wheelchair to the vehicle by using the 4 red wheelchair anchor points on the chair with the tie-down straps.
Sizing
The seat width is determined by measuring the widest point across the hips when sitting comfortably and adding 1 to 2 inches for comfort and growth.
